If this is the case, it's completely boneheaded. You should always be
able to insert special characters that don't appear directly on your
keyboard. You shouldn't have to reconfigure your keyboard mapping to
Japanese, for example, in order to insert a price in yen into a document.

I believe you have the wrong explanation for the problem, because this
hypothesis assumes too much broken-by-design factor even for Microsoft.
